Procurement reforms in government started in 1995 and were directed at two broad focus areas, namely, the promotion of principles of sound financial governance and the introduction of a preference system to address certain socio-economic objectives.
The procurement reform processes were supported by the introduction of number of legislative measures and the constitution RSA Act 1996 (s 217 of 1996), including the adoption of the Preferential Procurement Policy framework Act, 2000 (Act No. 5 of 2000), Local Government: Municipal Finance Management Act, 2003 (Act No. 56 of 2003) and the Broad-based Black Economic Empowerment Act, 2003 (Act No. 53 of 2003).
The purpose of Supply Chain Management Policy is to ensure that Langeberg Municipality obtains goods and services in support of its activities at a lowest possible cost having regard to quality and service, while acting in a socially responsible manner in developing and supporting small, micro and medium enterprises owned by the Historically Disadvantaged Individuals.
Supply Chain Management is an interconnected process of buying, storing, utilizing and disposal.
